About the Capital Fellows Programs

Applications for the Capital Fellows Programs are closed for the 2026-27 fellowship year. Please check back in September 2026. Questions? Email the Center for California Studies (calstudies@csus.edu).

Program Benefits

All Fellows receive:

  • 10-11 months of paid, fulltime employment, as well as medical, dental and vision benefits;
  • One-time moving allowance of $875 (non-taxable);
  • Paid university enrollment and earn six graduate units;
  • Student loan deferment; and
  • Upon successful completion of the fellowship, a Graduate Certificate in Applied Policy and Government

Application Information and Details

Applicant Minimum Qualifications

  • A completed bachelor's degree by September 1st of the fellowship year and either a cumulative undergraduate GPA of 2.5 or higher or a GPA of 2.5 or higher in the last 60 (semester) or 90 (quarter) units.
  • Applicants must be 20 years of age or older by Sept. 1 of the fellowship year.
  • Non-U.S. citizens must provide proof of appropriate immigration status. The program does not meet the requirements for F-1 or J-1 visas, nor any work permits requiring participation in the E-verify system.
  • Applicants must be prepared for full-time employment, Monday - Friday.

Dates & Deadlines

    • September: Capital Fellows Programs applications open
    • November 10, 2026 (11:59 PM PST): Capital Fellows Programs application deadline
    • January: Applicants selected for a Director interview will be notified in January and interviews will take place later that same month.
    • February/March: Applicants advancing to the Selection Committee interview will be notified in early February. Selection Committee interviews will take place in late February and early March.
    • Late March: Notification of acceptance emailed to applicants
    • Summer 2027: Program Onboarding begins
    • September/November: In-person orientation begins in Sacramento.
      Judicial and Executive Fellows begin in September
      Senate and Assembly Fellows begin in November

Application & Selection Process

All applications must include the following materials:

  • Completed online application,
  • Personal statement and policy statement,
  • Resume,
  • The names of three people who will serve as recommenders and a minimum of two letters of recommendation,
  • Transcripts from each college and university attended.
